CITIZEN AND STATE IN A CHANGING SOCIETY

Автор придерживается той концепции, которая утверждает обусловленность усиления позиций государства по мере становления и совершенствования гражданского общества не только в самом государственно образованном обществе, тем самым обеспечивая национальную безопасность страны, но и на всей геополитической арене, в целом. Развивающиеся в современном мире трансформационные процессы стремятся постепенно охватить все сферы жизнедеятельности людей и не могут не повлиять на взаимоотношения, сложившиеся между гражданином и государством, а сами эти отношения тоже подвержены соответствующей динамике. При всем этом неизменными остаются основные принципы обеспечения государством возможности людей пользоваться своими правами и свободами, с одной стороны, и создания условий для выполнения обязанностей гражданина, с другой стороны, установленных на конституционном уровне, с наличием возможности осуществления и исполнения которых связаны вопросы формирования гражданского общества, а также развития правового государства в нашей стране. The author adheres to the concept that asserts the conditionality of strengthening the positions of the state as civil society develops and improves, not only in the state-educated society itself, thereby ensuring the national security of the country, but also in the entire geopolitical arena as a whole. The transformational processes developing in the modern world tend to gradually cover all spheres of people's life and cannot but affect the relationship that has developed between a citizen and the state, and these relations themselves are also subject to the corresponding dynamics. At the same time, the basic principles of ensuring the ability of people to use their rights and freedoms by the state, on the one hand, and creating conditions for fulfilling the duties of a citizen, on the other hand, established at the constitutional level, remain unchanged, with the availability of the possibility of implementation and execution of which are related to the formation of civil society, as well as the development of the rule of law in our country.
