This position paper argues that Requirements Engineering (RE) is a first class citizen for the design of enterprise modeling languages. We introduce a selection of requirements engineering techniques, and discuss how these can complement \"technical\" efforts in language design. As a contribution, we propose the PEMA language design process wherein requirements engineering plays an integral role.
