Measurements of queue length and vehicle delays are important to determine the optimal traffic cycle, but the conventional traffic signal system doesn't consider passenger car unit, offset, and saturation of upper road. So, 27-35% of estimated traffic cycle isn't matched to the observed traffic cycle.
