Characteristics that will be compared are vision and mission, curriculum, lecturers, and graduate profile. Twenty-one universities were taken as the samples of the study, consisting of three public universities and eighteen private universities. The results of the research showed that public universities were better than private universities in term of vision and mission, curriculum, and educational background of the lecturers.
