This poster will focus on the generation and initial implementation of the first Open Government Plan that Ukraine submitted to the OGP in 2011. We will adapt the open government progress assessment model proposed by Shandoval-Almazan and Gill-Garcia to evaluate the quality of first open government plan in Ukraine. We will also utilize cultural framework proposed by Hofstede to understand why the Ukrainian government's initial attempt at the first plan received a strong backlash. This poster will highlight the timeline, process, and the outcome of the first plan. This poster features the case-study that will provide a glimpse into a post-Soviet government that, in some ways, is still corrupt, but trying to implement democratic initiatives in attempt to look like a modern democracy [6].
