On the other hand, consumers use a variety of displays to watch multimedia services delivered over networks. These devices include traditional TV monitors, smartphones, tablets and computer monitors. Consequently, screen sizes and viewing conditions (e.g., viewing distances, viewing environment illumination, etc.) may affect the perceptual video quality. Depending on the viewing environment and content characteristics, transmitting video data at high bitrates or high resolutions may not improve the perceptual video quality.
