For this purpose, we built a 3D model for the railway-water intermodal transportation ports on the basis of summarizing existing research on the service of transportation administrative departments for these ports in China. The weights of service forms were calculated by using the subjective-objective integrated weight method. Based on this, the system dynamics model was established.
