摘要

本文从水资源量和水资源供给的变化两方面对北京市水资源进行了分析。在此基础上,通过盈亏平衡分析,计算出北京市水资源的损益金额和损益率。利用水资源负荷指数法计算北京市水资源可支撑的人口和经济规模,揭示北京市水资源、人口和经济发展之间的关系。结果表明:“十五”至“十三五”期间,北京市水资源总量和人均水资源量总体呈增长趋势,但远低于国际公认的极度缺水警戒线;北京市水资源处于“盈亏平衡”状态,其中地表水资源处于“盈亏平衡”的交替状态,地下水资源处于“盈亏平衡”到“盈余”的交替状态。北京市水资源负荷指数持续改善,达到单位水资源负荷的人口-经济规模
