This type of moment is created on the basis of the Tchebichef and Charlier polynomials in order to exploit the important properties of each one of these polynomials. This paper also suggests a new fast method for the reconstruction of the large-size 1D signal. This proposed method requires the signal conversion from 1D to 2D space and then the use of matrix formulations for the reconstruction in the 2D space.
