摘要

本文分析了当前公共行政人事政策形成战略的特点,界定了公共行政体制创新过程的创新概念和构成要素。突出当前市场经济条件下创新人事政策形成理念的基本指标,其根源在于以下几点:人力资源开发战略的灵活性和适应性,将人与人的财产和权力结合在一起,保证每个人的职业自由,积极参与人事决策及其在国家、地区和企业层面的进一步实施,人力资源管理活动的灵活性和新颖性。

Current strategy of personnel policy formation in public administration
