In that sense, we explore how women involve in the Take policy through qualitative methods especially in-depth interviews, observation, and documentation. Based on our research, there were limits of women in the Take policy. It argues that the women have chance to participate in the Take policy. However, the women have not played an active role in the Take policy. The women tended to be alienated in the implementation of Take policy due to cultural and political barriers.
