In this paper, we derive a complete statistical characterization of the joint distribution of amplitude and monopulse ratio under the two hypotheses of target present (H1) and absent (H0). Moreover several track initiation logics, based on likelihood function are derived, for different levels of use of amplitude and monopulse ratio information.
