In the present case, we seek to know practices and perceptions about the Educational Charter through the analysis of 44 Educational Charters and by conducting interviews with municipal representatives about this instrument for territorial management. The data collected indicate that, despite the explanation about the importance of this document, it is, in many municipalities, completely out of date and, probably, of no use.
