A model for managing the educational process in a college based on a cluster approach

Актуальность разработки и реализации модели управления образовательным процессом на основе кластерного подхода обусловлена современными стратегическими ориентирами социально-экономического развития страны и её регионов на повышение качества подготовки кадров для регионального рынка труда. Исходной теоретической позицией решения этой проблемы является представление о кластерном походе как методологической основе и стратегии развития взаимоотношений между институтами государственной власти, хозяйствующими субъектами и образовательными организациями, объединёнными по отраслевому признаку и координирующими содержание и организацию подготовки, повышения квалификации и переподготовки кадров в кластере отраслевой направленности, что становится приоритетным целевым ориентиром развития современной профессиональной образовательной организации. Представленная в статье модель управления образовательным процессом в колледже в условиях формирования производственно-образовательного кластера, даёт целостное представление о факторах и субъектах воздействия внешней среды, субъектах управления колледжем и координации видов деятельности в кластере; процессе управления (планирование, организация, мотивация, координация, контроль); компонентах образовательного процесса как объекта управления (целевой, субъектный, содержательный, деятельностный, результативный), результатах деятельности колледжа, включающих качество подготовки кадров отраслевой направленности кластера. Реализация этой модели в Западнодвинском технологическом колледже Тверской области показала практическую значимость исследования, которая выразилась в обновлении структуры управления образовательным процессом; разработке системы новшеств, которые значительным образом изменили содержательный и деятельностный компоненты образовательного процесса. Это, в существенной степени, повлияло на увеличение численности студентов, обучающих по востребованным в производственно-образовательном кластере профессиям и специальностям, повысило качество подготовки и уровень трудоустройства выпускников. The relevance of the development and implementation of the educational process management model based on the cluster approach is due to modern strategic guidelines for the socio-economic development of the country and its regions to enhance the quality of training for the regional labor market. The initial theoretical position of solving this problem is the idea of a cluster campaign as a methodological basis and strategy for the development of relations between institutions of state power, economic entities and educational organizations united by industry and coordinating the content and organization of training, advanced training and retraining of personnel in a cluster of industry orientation, which becomes a priority target for the development of a modern professional educational organization. The model of management of educational process presented in the article in college in the conditions of formation of a production and educational cluster, gives a complete idea of factors and subjects of influence of the external environment, subjects of management of college and coordination of types of activity in a cluster; management process (planning, organization, motivation, coordination, control); components of educational process as object of management (target, subject, substantial, activity, productive), the results of activity of college including quality of training of shots of branch orientation of a cluster. The implementation of this model at the Zapadnodvinsk Technological College of the Tver region showed the practical significance of the study, which was reflected in the updating of the educational process management structure; the development of a system of innovations that significantly changed the content and activity components of the educational process. This significantly influenced the increase in the number of students teaching professions and specialties in demand in the industrial and educational cluster, increased the quality of training and the level of employment of graduates.
