This study used the 2014 national population dynamic monitoring data, employment and living conditions, social insurance, housing and living conditions, public health and health conditions of the four first level indexes and two stage grey clustering model selected 21 level three indexes based on the country's 31 provinces (cities, districts) to evaluate the flow the population level of social security. The evaluation result shows that with the implementation of the Chinese policy, there are 20 provinces in the floating population social security level in the strong gray in the two stage results, the social security level of the floating population is better; but after adjusting, the medium level is 8, and Qinghai is added to the weak class.
