The report, however, says that in both Japan and the United States the success rate of information systems development is less than 40% (Standish Group, 2016; IPA, Japan, 2016). According to recent studies, the causes of information system failure consists in the context elements that work on the social, behavioral, political aspects, rather than the technical aspects (C. Sauer, 1993); \"context gap between the parties\" leads to \"information systems failure\" (Negoro Otaka & Fukasawa, 2011).
