Based on the large area and population of Beijing and the numerous vehicles, the combination of The ETC-based Multi-Lane Free Flow System and Vehicle License Plate Recognition (VLPR)should be used. Then, this paper gives the general framework of the congestion pricing system, and clarifies its charging collection method, charging area, charging period and charging objective.
