摘要

本文正在评估捷克共和国区域供热部门面临欧洲环境立法文书影响的现状-即欧盟排放交易体系指令(二氧化碳价格),工业排放指令和中等燃烧工厂指令以及捷克立法-即污染费,增值税变化和能源税。在这方面,中型区域供热设施与额定热输入低于20兆瓦的供热装置相比处于不利地位,后者不受大多数立法文书的约束。应该制定补救措施,以避免出现扭曲竞争的问题。本文旨在描述评估新环境立法文书对区域供热系统影响的方法,即从经济角度评估这些能源系统的现状和未来发展。
