Therefore, the smart city concept is here to be a solution for rapid urban development, especially in the context of information technology services. A smart city cannot be separated from the role of information technology, but a smart city is certainly not enough if it is only supported by ICT; factors such as people and IT infrastructure are also supporting factors. This study seeks to understand the process of developing a smart city in terms of IT services that are in accordance with the goals of a smart city. Then try to compile measures of IT service performance to see its contribution to the development of smart cities as a whole. The methodology used in this study uses a literature review stage from several research sources; identification; data analysis; and the last step is to define key performance indicators in smart cities. The results of this study found eight key performance indicators that can be used to measure the success of smart city implementation in line with the practice of Library Information Technology Infrastructure. This study finds explanatory factors in the relationship between smart city goals and IT service management concepts.
