The new coder supports full scalability of spatial resolution, SNR quality and temporal in a flexible and simple method. Instead of common-used but complex MCTF-based scheme the new coder integrates smartly several optimized and improved technologies, i.e. so-called Hierarchical-B-Picture-Like, DWT, successive multi-level quantization, and SPIHT. The proposed coder can produce embedded bitstream satisfying various requirements of bandwidth, resolution and SNR of terminals over error-prone network.
