摘要
1839年Gulhane - i Hatt - i Humayun宣布成立后，奥斯曼帝国从1840年开始需要在各省进行各种改变和创新。本研究选取了1840 - 1842年、1846年、1849年、1852年、1858年、1864年和1871年颁布的与省有关的法规，并试图从法律和行政的角度对省管理的现有改进进行评估。在采用内容分析法和文献分析法的研究中，我们得出结论:随着时间的推移，各省的规定加强了中央政府在各省的作用。
