Many devices are relying on the connection ability but not everywhere it's possible to provide city network or that network will not so efficient. Also health care questions must be included in the evaluation when any radio technologies are implemented in the territory with huge density of population. For the mobile appliances in the “smart city” especially with the speed of movement must be covered separate part of the investigation. Today's modern networks are based on the telecommunication technologies with 4G LTE to provide consistent and reliable connection in any point of area and with moving objects. The authors analyzed frequency band allocation problems in the mobile operators' network for 4G LTE implementation in Ukrainian cities and discover the need and possibilities of radio band refarming. As the result of the research was proposed software complex for the automation calculation of the LTE network parameters with specified sets of real city elements. Using this tool mobile providers and city agencies will obtain information about improvement of the existing radio band allocation and recommendations for the move of user with old 2G and 3G technologies on that frequencies with no 4G support. Different refarming strategies was provided in the article. Depending of the real city analyze can be chosen one of the refarming way and software complex be able to calculate data that will be analyzed by specialist to make decision about expediency of such change. The simulation software was created which displays the parameters of the LTE network calculation for a given instance of initial data.
