The model was developed by the Institute of Traffic Engineering and Transport Management at the University of Kassel (Germany). Based on the estimation of the traffic demand and the capacity of long term construction sites and short term maintenance sites, the congestion process is calculated by a macroscopic model. The main attention was given to the investigation of the various factors influencing the capacity of congestion/maintenance sites.
