The purpose of this study is to explain the behavior of administration in public services to the community at the Department of Population and Civil Registration of Malacca Regency. This study uses Riggs' theory on Prismatic Behavior, especially in the aspects of Formalism and Overlapping. This research is qualitative research with post positivism paradigm. The research location is in the Dispenduk of Malacca Regency, with data collection techniques using observation, interviews and documentation studies. Data analysis used the Miles and Huberman model, namely data collection, data reduction, data presentation and verification. The results is still prismatic behavior in public services in the Malacca District Dispenduk, with the findings in the research, namely: the behavior of the apparatus that is not in accordance with the applicable Standard Operating Procedures, the lack of public awareness of the importance of having population documents, human resources inadequate, and there is still discrimination in services. 摘要

棱柱形行为是兼具传统和现代特征的人的行为,换句话说,正在经历转型的人是正在走向现代社会的人。本研究的目的是解释马六甲县人口与民事登记局在公共服务社区中的行政行为。本研究运用了里格斯的棱柱体行为理论,特别是在形式主义和重叠方面。本研究是后实证主义范式的质性研究。研究地点在马六甲摄政的迪斯杜克,采用观察,访谈和文献研究的数据收集技术。数据分析采用Miles和Huberman模型,即数据收集、数据约简、数据呈现和验证。结果是马六甲地区公共服务中仍然存在棱镜行为,与研究结果一致,即:机构的行为不符合适用的标准操作程序,公众缺乏对拥有人口证件的重要性的认识,人力资源不足,服务中仍然存在歧视。建议马六甲县政府更多地遵守适用的标准操作程序,有必要向社区传播信息,增加人力资源和其他公共服务支持设施,以实现马六甲县政府的优质公共服务。关键词:行为,棱镜,形式主义,重叠
