摘要

科技创新效率是衡量一所大学发展水平的重要标志，决定着一所大学在研究型大学中的地位。本文根据效率评价的特点，结合国内外研究现状，构建了DEA评价模型。运用该模型对黑龙江省科技创新效率结果进行了分析，并在评价结果的基础上，从投入和产出的角度提出了可调整的建议，为黑龙江省高校提高科技创新水平提供了科学的方法。
