The sequence of the main stages of management decision-making in a systematic approach is provided. Based on the analysis of this sequence, the features of the formal description of controllable objects of various nature are highlighted. The peculiarity of the suggested approach is the combination of a systematic approach to decision-making, heuristic methods and based on the theory of conflict situations. Using game-theoretic modeling, a method of evaluating the probability of technological accidents and industrial disasters, taking into account the size of alleged damage has been developed.
