Unfortunately, a report showed an estimated $US 23 billion losses due to disaster occurrence in the Philippines. Furthermore, there are an even greater number of little hazard events that do not register on the global or even national news scene but continuously to affect the community. The objective of the study is to present the developed mobile-based and web-based system named E-Saklolo that responds to emergency situations such as medical, fire, rescue, and police within the community with the use of modern ICT solution. The system's goal is also to reduce casualties and mortality from disasters and emergencies. E-Saklolo was deployed in 2019 and was observed that there is an increase in resolved emergency cases, showing the effectiveness of the system in increasing emergency response efficiency.
