The fluctuation model with land statistical characteristics is generated based on the Monte Carlo method and Gaussian spectral function. The modified weighted four path model and physical optics (PO) and method of equivalent currents (MEC) are used to calculate the composite electromagnetic (EM) scattering of environment and target.
