摘要

为实现化工企业从“事故处理、事后预防”向“本质安全、事前预防”转变的目标,对化工生产过程安全管理体系(PSMS)进行了研究。首先,在调查的基础上提出了方法,指出充分利用事故信息是加强过程安全管理的必要途径。其次,详细介绍了事故管理系统的关键功能,提出了事故数据库的需求。通过文献综述,总结了现有化学数据库存在的缺陷。第三,提出了PSMS化工事故数据库的总体设计。该工作可为过程安全管理体系的研究和开发提供一定的理论和实践参考。
