Due to that reason the necessity of evaluating the web based e-Learning content is arising. The evaluation process is usually consisting of pedagogical evaluation and content evaluation because e-Learning course material is a combination of course's content as well as the way it is delivered. This research study mainly focused to automate the pedagogical evaluation component of web based e-Learning content. Inconsistency is the biggest challenge faced by pedagogical reviewers in current manual pedagogical evaluation process of web based e-Learning since different institutes used different set of checklists in order to pedagogically evaluate their web based e-Learning content. To address this issue a calibrated checklist which can be generally used in pedagogical evaluation process was developed. This calibrated checklist has devised based on the study of the existing checklists. Then create a questionnaire and conducted a survey with pedagogical experts to identify the most important review factors which considered in pedagogical evaluation process. From the analysis of the survey results, “Interaction and Activities” is the most important review factor. Interaction and Activities are designed to help instructors communicate and interact with learners and assess learner performance. This study focused on giving comparative clarification about factors considered under Interaction and Activities in manual pedagogical evaluation process of web based e-Learning.
