A construção do Estatuto da Cidade e da ideia de Plano Diretor numa perspectiva histórica: discutindo a adequação destes instrumentos aos municípios de pequeno porte populacional

The content that composes the City Statute is the result of a long process of construction that has influences from diverse discursive matrices. In this trajectory, a process of resignification of the idea of ​​the Master Plan is observed. This article seeks to retrace the way of building the City Statute and the current connotation of the Master Plan. The objective is to understand the ambiguities and contradictions of the City Statute, especially with regard to the Master Plan, and verify the adequacy of these instruments to municipalities of small population. The methodology used was a review and critical analysis of the relevant bibliography. As a result, the article puts in focus important obstacles to the adequacy of the post-Statute Master Plans to small towns.
