This evaluation program was necessary because a portion of the prestressed concrete cylinder pipe (PCCP) water main blew out in Cranston, Rhode Island in November 1996 releasing 57 to 76 million liters (15 to 20 million gallon) of water through residential streets; and the possibility that another section of the pipe may not be able to resist the design forces.
