Related to this, the problems that arise are how to measure transparency, accountability, and the performance of all Government Employees along with the bureaucracy that supports it. For this reason, it is necessary to measure performance to determine the performance achievement of each organization. One of the commitments applied by the Government is the Civil Servants Work Performance (Performance Target) to ensure the objectivity of civil servant coaching based on work performance systems and career systems aimed at the work performance system.
