We propose an adaptive multi-path routing and spectrum allocation (RSA) based on the relative cost technique. The relative cost estimates the longterm effect on network resources if a call is carried out. The path or multi-path with the least relative cost is selected. Furthermore, the call is only accepted if the least relative cost is less than the call's reward.
