Человеческий капитал как ключевой фактор развития промышленных предприятий в условиях реализации экономики знаний

The authors prove that the transition to an innovation-oriented growth model in the region is based on the human capital as a main management mechanism element. In turn, this transforms the remaining elements of the management mechanism: its purpose, criteria, factors, management methods and resources. Purpose orientation to innovative development determines the importance of socio-cultural factors and motivational management methods. Sufficiently high human development index gives an opportunity to the Russian regions for transition to the innovation-oriented growth model by integration economic, social and cultural development priority in the regional programs of socio-economic development.
