The result shows that the elite stage of higher education system is stable. The number of teachers and enrolled students are primary factors which affects the expansion of university number. The mass stage is chaos, the factors of the population, school-age population, teacher count, school even scale and higher education institutions. The universal stage is relatively stable because the major effective factor is the teacher counts and school-age population.
