This has generally been seen as involving taking the state and enabling it to make socially desirable decisions, especially those enabling “living standards” to be raised. It takes for granted centralised control of the economy, usually via a democratically elected government. Until the last few decades this made sense but now our understanding of the global ecological situation has radically changed and this reveals that initial vision to be no longer appropriate.
