We propose a 3-tier hierarchical overlay structure in which nodes are classified into three categories: Trusted Supervisor, Superpeer and Normal Peer and we assign these nodes to first, second and third level of hierarchy, respectively. Our proposed approach provides fair incentive scheme and avoid free riders those are greedy to consume the resources.
