This case study aims to improve understanding of how the role of monitoring and evaluation of programs for public policy through a combination of several methods. We conduct this study on public policy programs known as the state defense program policy or “Bela Negara” to investigate news sentiments and their impact, and especially to recommend the next agenda pattern. We combine the framing and agenda-setting approach aided by data mining techniques and sentiment analysis to explore important factors and patterns. We analyzed 492 newspaper content related to the policy from 2013 to 2017. The results showed six factors influencing the framing and agenda-setting. Overall, the agenda pattern based on the types and categories of framing policies under this study is highlighted.
