This study aims to examine the form of collaborative actions of advocacy actors, i.e. government and NGOs (communities) in policies related to domestic violence handling in the Municipality of Malang, Indonesia during the time of the COVID-19 Pandemic, and to analyze the supporting as well as inhibiting factors. Several actors collaborated in advocacy efforts; namely The Women’s Empowerment & Child Protection, Population Control & Family Planning Agency and Women and Children Integrated Service and a non-governmental organization (community) called WCC Dian Mutiara also participated in these efforts.
