摘要

中国政府对电子学习的资金投入每年都在增加。这些投资所产生的价值引起了全社会的高度关注。然而,电子学习的质量输出值往往以非市场价值的形式存在,具有不确定性,目前评价方法较少。寻找一种有效合理的网络学习价值评估方法十分重要。本文分析了电子学习作为一种公共产品的特点,在传统教育过程与电子学习过程交替的基础上,建立了用户付费意愿的一般经济模型,并提出了一种全新的非市场价值估算方法及其操作流程。最后,给出了一个基于电子资源池的WTP实例。
