We describe a Canadian research project, Smart Applications on Virtual Infrastructures, which proposes a two-tier cloud architecture that satisfies those requirements. The architecture has one core cloud and many smart cloud edges integrated through virtualized networks. Applications are deployed across those components and have the capability to sense their behavior, analyze it, and change it so the requirements are met.
