In effect they failed to forecast this cataclysm and to provide policies for a strong and sustainable growth. During the subsequent debates the fault of orthodoxy has been pointed out. In consequence the question of the determination of an alternative is of crucial importance, particularly in the field of public economics. The first part of the article is devoted to the question of the nature of orthodox economics. The second part deals with the conditions of the emergence of heterodoxy and with the French peculiarity.
