Modeling the TOU index, power supply reliability index and use capacity of the line index is proposed. The weights of three indices are determined by interacting between the transmission utility and large consumers based on multilevel models to get comprehensive evaluation indices for all consumers. The integrated indices are used to allocate the cost. 摘要

随着中国大用户直接购电试点的启动,如何合理分配大用户的轮转费用具有重要的理论和现实意义。本文提出了一种综合考虑拥塞期分时电价、供电可靠性和线路使用容量的大用户拥塞管理成本分摊方法。提出了分时电价指标、供电可靠性指标和线路使用容量指标的建模方法。在多级模型的基础上,通过电力公司与大用户之间的相互作用,确定三个指标的权重,得到所有用户的综合评价指标。采用综合指标来分配成本。测试结果表明,该方法可以更合理地分配拥塞开销。
