In this paper, we proposed a bio-inspired and user experience preferred load-balance algorithm for heterogeneous network (BIUE), which is inspired by the Kuramoto synchronization model and the utility function model. The traffic load transfers among base stations (BS) and offloads from the BSs to the access points (AP).
