In this paper, a dedicated 94GHz high resolution stepped frequency radar for target characteristics measurement of 3mm band is designed and implemented. Some simulations have been carried out, and the results match the outdoor range experiments quite well. With small volume and light weight,it can be used flexibly both in the anechoic chamber and outdoor range.
