摘要

哥伦比亚在过去几年中电子政务服务的改善是由于在不同级别的州实施了基于绩效管理和电子政务政策的公共行政方面的重要改革。因此，本文描述了哥伦比亚在过去四届总统任期内(1998年至2014年)采用电子政务的过程，以显示集成PM机制与电子政务公共政策的重要性，目的是将等级和官僚结构转变为横向集成系统。在这次初步研究中，我们采用了定性研究的方法，通过对机构、一些官方文件、法律和门户网站的分析。
