The model can be used to predict the car split rate in urban traffic system. It also allows assessing the consequences of strategic changes in urban traffic system. With in-depth study of the strategic transport model, the SCGC model (Service Characteristics based General Cost model) is built. Then taking service characteristics such as economic cost, time cost, service accessibility and comfort factor into consideration, the split rate model for private car based on the STM is proposed. With the residents travel survey data from 2005 to 2007 in Beijing city, the models are calibrated. According to the parameters the model is validated and the relative error between actual data and the prediction data is 2.47%, the prediction result is of high accuracy.
