Bibliographical and documentary research was conducted through the Official Diaries of the Municipality of Curitiba, extracting how many athletes were encouraged in the period from 2002 to 2015, which sports and values passed by the Law to the approved projects. Data analysis was carried out in the sociological spheres from Norbert Elias, perspective on public policy and sport. As a result, it was verified that the Municipal Sports Incentive Law of Curitiba proved to be effective, within the objectives proposed, since the social role of the State was fulfilled with the existence of said public policy from a need emanating from the Which is translated into rights in the Brazilian Federal Constitution. That the incentive management process starts with the donations of the entities benefiting from the tax exemption of the IPTU and from them the incentive mechanism is possible with the demand of projects presented as alleged beneficiaries. Furthermore, during the analyzed period, 23 individual Olympic sports were encouraged through 3587 approved projects, 1189 incentive players and R $ 7,366,851.80 passed through those sports of a total of R $ 19,055,943.19 collected by Law, making up to 38,5%. Of the 23 individual Olympic sports 7 of them (judo, swimming, triathlon, athletics, tennis, taekwondo and cycling) received the equivalent of R $ 5,418,997.00 (73.56% of the total) riding considerable considering the number Existing sports and possible to be encouraged.
