They have been chosen for their error correcting ability to approach the Shannon limit. In a standard turbo coding system, all bits are transmitted with equal energy. This strategy does not guarantee optimum allocation. UPA ( unequal power allocation) been adopted to optimize the power allocation for each bit stream.
